Experienced aquarium designers take as their starting point the visitor experience, and use it as their metric at each decision point. They know designs based on attempting to conform the visitor experience to the architecture will doom the project. When the cost of building and operating a public aquarium exceeds the revenue, investors suffer financial losses and communities suffer the loss of amenities.
